Civil Society Follow-up on the Governmental Compliance with the Summits of the Americas
Junio 8, 200835 experts participated in the process of the construction of the EGCI in Bolivia.
The Participation and Justice Network, as the civil society organization acting as the national coordinator in Bolivia for the hemispheric project of follow-up on governmental compliance with commitments attained by the countries in the region at the Summits of the Americas, has concluded an active stage of work and consulting with 35 national experts, with whom they have evaluated the progress in terms of the freedom of expression, access to information, decentralization and strengthening of civil society.
Currently, the first phase established for the construction of the Evaluation of Government Compliance Index (EGCI) has been concluded, having taken the criteria and perceptions of a wide, diverse and pluralistic panel of individual experts with well-known public experience into account, as well as those of important civil society organizations in the country. These people –in following the methodology of the hemispheric project- made their classifications and evaluations through the matrices of perception and classifications established to these ends, and based on which the Evaluation of Government Compliance Index will be constructed. These were sent to the Hemispheric Coordination Team (HCT) for their processing and consolidation.
This process of classification and evaluation included the participation of 35 experts, of which 17 represent civil society organizations in Bolivia, which are: Universidad Nacional Ecologica of Santa Cruz de la Sierra, National Media Observatory (ONADEM), Democratic Development and Citizen Participation (DDPC), Association of Municipalities of North La Paz, CODEPEDIS, National Network of Citizen Participation and Social Management (RED-PCCS), ADESPROC LIBERTAD, Universidad Salesiana Boliviana, FEDEPAR EL ALTO, C.O.R. EL ALTO, FEJUVE EL ALTO, Gregoria Apaza Center for the Promotion of Woman (AMUPEI), Fundamental Rights ABC-DF, CONNIOB, Coordinator of Women, CADIC and MOCUSABOL. With representatives from these organizations they were able to include the valuable support of the individual experts who are specialists on the matters and the vision of the Civil Society Organizations, all of which enriches this follow-up.
It is important to mention that this follow-up centered on four thematic areas: Decentralization and Local Governments; Access to Public Information; Freedom of Expression and Strengthening of Civil Society Participation; it included more than 8 evaluators per thematic area or panel, on which there was significant participation by women.
